The Mental Health Statement of Rights and Responsibilities is a report of the Mental Health Consumer Outcomes Task Force adopted by Australian Health Ministers in March 1991. This statement aims to ensure that consumers, carers, advocates, service providers and the community are aware of their rights and responsibilities and can be confident in exercising them.

This paper is an elaboration of the recovery principals set out in the Mental Health Commission Blueprint for Mental Health Services in New Zealand. It attempts to describe the competencies mental health workers need to acquire when using a recovery approach in their work.

Review of recovery literature: a synthesis of sample recovery literature by Ruth O Ralph & Edmund Muskie.
